2025 QB Rankings: On3 Impact Top 25 quarterbacks in college football

Every year in college football one of the biggest changes to the overall outlook comes thanks to the quarterback position. Which players return where and which new arrivals could star is a key component of offseason evaluation.

So who are the top quarterbacks in 2025?

On3 put together a list of the On3 Impact Top 25 quarterbacks in college football, highlighting the best of the best. The ranking takes into account a blend of proven production and potential based on skill set. Let’s dive in below.

Few went from off the radar to firmly in the national spotlight the way that Leavitt did with Arizona State in 2024. The Michigan State transfer instantly took charge of the offense and helped lead the Sun Devils to the College Football Playoff.

As far as the numbers, Leavitt threw for 2,885 yards and 24 touchdowns, against six interceptions. He also ran for 443 yards and five scores. There’s room to improve both totals going forward into the 2025 campaign.

Like Leavitt, Allar led Penn State to a conference title game and a College Football Playoff appearance. He will need to work on getting his completion percentages up against high-quality opponents, but Allar proved the moment wasn’t too big.

He threw for 3,327 yards and 24 touchdowns, against eight interceptions. He also ran for 302 yards and six scores. With another year under his belt, Allar should be even more confident next fall.

The Florida freshman was a revelation, taking over after Graham Mertz was lost for the season due to injury. And while there were growing pains, there were also clearly obvious markers that Lagway is going to be a stud in the future.

For one, the talented prospect is one of the best deep-ball throwers in the country. If Lagway can continue to develop more touch on his short- and mid-range game he will be absolutely lethal. He’s also a more capable runner than we saw in 2024, in part because he was nursing a hamstring injury.

Manning was good enough in his relief action at quarterback early in the 2024 season that there were at least some calls for him to take over as the starter late in the year. Steve Sarkisian stuck with Quinn Ewers, of course, but the luxury to have a backup as capable as Manning was unmistakable.

The freshman phenom threw for 939 yards and nine touchdowns. He threw only two interceptions. He also ran for four scores. It’ll be the Arch Manning show at quarterback in 2025, so buckle up.

In terms of remarkable turnarounds it’s tough to beat what Leavitt engineered at Arizona State, but Sellers was close at South Carolina. And he did it battling through injury early in the season, too.

South Carolina won nine games, having its best season under Shane Beamer. Sellers tallied 2,534 yards passing and 18 touchdowns, while also rushing for 674 yards and seven scores. He’ll get to run it back with even more experience in 2025.

They don’t have a metric for toughness, but if they did then the LSU quarterback would be near the top. He was pounded at times in 2024 but more often than not stepped up and delivered anyway.

Cutting down on turnovers will be a key in 2025, as Nussmeier finished with 12 picks this fall. He went through a really rough stretch in the middle of the season, throwing nine interceptions in five games. Still, the numbers are elite: 4,052 yards passing and 29 touchdowns.

The Georgia quarterback transferred to Miami after an up-and-down season in 2024. Beck simply wasn’t as sharp as he was a year prior, throwing 12 interceptions. When he’s on, though, he’s as effective as anyone in college football.

Beck finished the 2024 campaign with 3,485 yards passing and 28 touchdowns. He’ll have to work with a Miami roster that has some retooling to do but has backfilled nicely via the transfer portal.

After a first season as a starter that introduced some doubts about his upside relative to his recruiting ranking, Klubnik clawed back some of the narrative in 2024. He was significantly better as a passer and really turned in an excellent year.

Clemson wasn’t able to advance in the College Football Playoff, but it was no fault of Klubnik’s; he threw for 336 yards and three touchdowns in the loss to Texas. When the year ended he had 3,639 yards passing and 36 touchdowns, against only six interceptions. He also ran for 463 yards and seven scores.

Mateer was one of the most statistically productive dual-threat quarterbacks in the country, capable of the huge game. He threw for 300 or more yards four times and had a game where he ran for 197 yards.

Now at Oklahoma, it’ll be interesting to see how the Sooners utilize him. Mateer finished 2024 with 3,139 yards passing and 29 touchdowns, versus seven interceptions. He also ran for 826 yards and 15 touchdowns.

The Tennessee quarterback probably didn’t quite explode onto the scene the way many pundits expected after he was listed as a potential Heisman Trophy contender going into the season. Some of that was a result of an outstanding defense for the Volunteers; Iamaleava wasn’t asked to do too much.

Still, the immense potential remains quite clear. Iamaleava can be one of the best dual-threat quarterbacks in the country. He’s now out to build on a season in which he threw for 2,616 yards and 19 touchdowns and ran for 358 yards and three touchdowns.
