College football spring intel: Biggest standout for every top 25 team this offseason

25. OKLAHOMA SOONERS

Spring Practice Standout: QB John Mateer

Oklahoma made a big investment in former Washington State quarterback John Mateer in the transfer portal this offseason, and Sooners Illustrated’s Tom Green said it’s paying off. Mateer, the No. 1 passer to enter the transfer portal this offseason, was as advertised in the Sooners’ spring session.

“John Mateer was undoubtedly the standout of the spring for Oklahoma,” Green said. “The Washington State transfer, who led the nation in touchdowns accounted for last season, was as-advertised during his first spring with the Sooners. His command of Ben Arbuckle’s offense is evident, as has been his ability to help facilitate the installation of the system with his new teammates. He looked every bit of being the type of impact addition everyone believed he would be when he transferred in during the winter window, and his ability (and comfortability) within Arbuckle’s scheme should serve as a catalyst for an offensive turnaround at Oklahoma.”

24. ILLINOIS FIGHTING ILLINI 

Spring Practice Standout: TE  Davin Stoffel

David Stoffel caught 14 passes for 177 yards and a touchdown as a freshman at South Dakota State this past season, but it looks like he’s just scratching the surface after transferring to Illinois this offseason, according to Illini Inquirer‘s Jeremy Werner.

“Stoffel’s mix of size (6-foot-6, 260 pounds) and fluidity stood out during the few open spring practices Illinois had,” Werner said. “The Wisconsin native, who played wide receiver in high school through his junior season, simply looks and moves like a Big Ten tight end.”

23. INDIANA HOOSIERS 

Spring Practice Standout: C Pat Coogan

Indiana hit the portal hard this offseason in search of a starting center and found one in Notre Dame transfer Pat Coogan, the No. 126 overall player and No. 9 interior offensive lineman to enter the portal this offseason. He was as advertised in spring practice. 

“One of IU’s biggest portal pickups, Notre Dame transfer Pat Coogan has transitioned seamlessly to lead the Hoosiers’ offensive line,” Jared Kelly of Peegs.com said. “IU coach Curt Cignetti has praised Coogan several times throughout the spring for his leadership, and IU offensive line coach Bob Bostad places significant responsibilities on his centers. Coogan’s experience starting in last season’s national championship will be critical as IU looks to build on a historic 2024 campaign.”
