The NCAA Committee on Infractions has levied penalties against two former Michigan assistant coaches in separate resolutions.
Former defensive coordinator Jesse Minter was given one-year show cause and former defensive backs coach Steve Clinkscale was given a two-year show cause. Both coaches are now with the NFL’s Los Angeles Chargers with former Michigan head coach Jim Harbaugh.
The recruiting violations by Minter and Clinkscale were part of the NCAA’s Notice of Allegations delivered to Michigan regarding its investigation into an alleged advanced scouting/sign-stealing scheme. There has been no resolution to the larger portion of the NCAA’s investigation, and Michigan athletic director Warde Manuel said that could come in late summer.
Minter, according to NCAA documentation, acknowledged he engaged in impermissible recruiting communications with a high school prospect before June 15 of the athlete’s sophomore year. Minter was aware that these early contacts were impermissible and did not report them to the university’s compliance department.
Clinkscale, according to the resolution, agreed to violations involving the provision of impermissible benefits to prospects and/or their families during recruitment. Also, after he left Michigan, Clinkscale did not fully cooperate with the NCAA’s investigation. He initially provided incomplete information during an interview and later acknowledged the violations and his involvement.
If Clinkscale returns to college football coaching, he must be suspended from 50% of the football regular-season games in the first season.
The Committee on Infractions will not release or discuss further details in the case, the release said, because of the ongoing process regarding the illegal scouting/sign stealing scheme ans the pending final decision.
By separating the cases, Clinkscale and Minter can immediately begin serving penalties.
Meanwhile, Michigan awaits the NCAA’s final decision on the remaining portion of the case. That decision will include any findings and penalties for the school and the five remaining individuals — current Michigan head coach Sherrone Moore, Harbaugh, former staffer Connor Stalions, who allegedly orchestrated the sign-stealing scheme, former linebackers coach Chris Partridge and staff member Denard Robinson.
Harbaugh already has been punished by the NCAA with a four-year show cause and one-year suspension should he return to college football for an NCAA investigation into recruiting violations during the COVID-19 pandemic.
